One advantage of a unitary system is that there are clear lines of authority. However, a central government is
not always best equipped to deal with localized concerns. In contrast, a federal system allows the government closest to the problem to deal with it but sometimes there are coordination problems because local governments may lack resources to deal with such issues. Please explain why this is the case and establish which system you feel allows for more stability within governments.
