Sociologist Herbert Gans wrote in The Positive Functions of Poverty (1972) that poverty serves a variety of

positive functions for society. Most of those functions benefit the affluent. Changes in the society to eliminate or even reduce poverty would come at the inconvenience and/or expense of the affluent.
