How do we draw distinctions between what is abuse and what is normal conflict? For example, when does behavior

between siblings become abusive? Think about the many times that we allow violent or aggressive behavior between siblings and categorize it as normal, as opposed to how we would view the same behavior by a stranger – most likely ending up with charges of assault and battery?

How do we counteract this as a society? Should there be harsher penalties?
