Clearly there are convicted offenders in the community; some are on

probation, others are on parole or have earned early release with good behavior credits. All of these offenders are serving the balance of their sentence under community-based supervision. These individuals are still attending counseling or other behavior modification service providers. Nearly all are required to visit a parole or probation office to check in with their supervising agent/officer.  All of these resources are absolutely critical to the successful transition of the (former) offender back into the community. From a public and personal safety standpoint, we are all anxious and hopeful for their success. That said, a large majority of these men and women will return to the institution; some because of a technical violation of their release agreement, but most due to conviction of another crime—with another victim.
As it happens, the local jurisdiction has decided to lease a storefront near your current home (or, near the home of your parents) for the purpose of opening a full-service center for felony-level offenders in community-based supervision. These services will include; addiction counseling, job counseling, urinalysis, restitution payment and a parole office.  As part of the lease agreement, the property owner has set a date for a public hearing to discuss this lease.
As an alternative to attending, written comments may be submitted to Woodrow Wilson, President, Western Property Inc. You are not able to attend so you have opted to write your support or objection to this lease agreement.

Your letter must begin…
Dear Mr. Wilson;
I support your intention to lease your storefront to the Department of Public Safety for a community-based correctional services center, because….

OR
I oppose your intention to lease your storefront to the Department of Public Safety for community-based correctional services center, because ….
Continue with your reasons and rational.
