Introduction: Indicates that you are proposing a study and describes the study
Body:
Describes background of the problem that created the need for a study.
Describes benefits to the company or community in finding a solution to the problem.
Describes How the Study will be Conducted. What you will do to study the problem to find a solution.
Indicates the amount of time and the resources needed for the study and provides the date and method of delivery of the final product
Conclusion: Contains 1) formal request for approval and 2) Reminds decision-makers of the benefits.
For the sake of clarity and impact, list the ideas you have for solving this problem using an indented bulleted or numbered list.
Remember that you need to persuade in your language. Convince your audience. Talk to the person. Your language needs to concentrate on using strong action verbs. Break up long paragraphs with bulleted lists, informal tables, etc.
