Hamilton identifies the goals he thinks are appropriate: desirable properties of the election process and desirable qualities of the presidents it will produce. And he connects these with elements of the procedure prescribed in the Constitution, arguing that the Constitutional plan promotes the appropriate goals and—implicitly, at least—that different plans would not work as well.
