Whereas we have been paying a lot of attention to role of ideas, norms
and values in shaping political power and ideology in the modern democratic state, this week we take a closer examination of the institutions within modern government, which serve as the apparatus to distribute power within society and govern. Again, we will take a biased approach and focus on the institutions of modern, democratic states.
It is important to point out and recognize that there are different forms of democracy, just as there are various forms of capitalism. In terms of the modern, democratic state, we can think of different models of government. The American model is based on a presidential form of government, while what we can refer to as the parliamentary model is based on the European model. There are significant differences between both in addition to advantages and disadvantages of each. The presidential model, as we have in the United States, is commonly associated with a federal government, while the parliamentary model is often associated with a unitary (centralized) government.
With this in mind, please answer the following questions.
1. Based on the information in the Max Planck Manuel (pages 5-9) and the Link (Federal versus Unitary), what is the difference between federal and unitary forms of government? What are the characteristics of each?

2. Based on the Max Planck Manuel (pages 24-27) and the reading Parliament Form of Government , what is the difference between a parliamentary from of government versus a presidential form of government?

3. Based on the reading Parliament and Congress: A Brief Comparison, Discuss some of differences between the UK’s House of Commons versus the US House of Representatives.

4. Why do you think that geographically large countries tend to practice federalism and some form of presidential government while small states, such as those in Europe, tend to have a unitary system with a parliamentary government?
